British LIA Issues Guide to Enhance the Efficiency of Lighting Control System

According to the "Climate Change Act" United Kingdom promulgated in 2008, which aims to enable the United Kingdom to become a low-carbon economy and gives ministers powers to introduce the measures necessary to achieve a range of greenhouse gas reduction targets, for example, achieving that the net UK carbon account for all six Kyoto greenhouse gases for the year 2050 is at least 80% lower than the 1990 baseline, toward avoiding dangerous climate change. Recently, the British Lighting Industry Association (LIA) has published a guide, which is revision of Part L recommending how to achieve energy efficiency requirements of the Building Regulations through lighting control systems. The Part L of this guide about Building Regulations supports the above commitments, saving fuel and power.

As of 2010, L section focuses on the improvement of the components to reduce emissions, has largely improved the individual lighting, while improvement in large lighting system is seen as the next step in 2013. Authorities are aware of that control is the key to improving lighting performance. Revision of Part L will become effective later this year.

Revision is expected to introduce a new method called LENI (luminous efficiency Number indicator), which measures the efficiency of the entire lighting installation, rather than only measuring the luminous efficiency of component.
